HG nr. 1.048/2006
Addresses the selection and use of personal protective equipment by workers in relation to occupational risks, including requirements for information and training.

Addresses the selection, use, maintenance and inspection of work equipment, alongside worker information and training. Its annexes contain requirements for particular activities and equipment.

Sets requirements for safety and health signs and signals, and for informing and training workers about their use.

Regulates waste transport within Romania, including associated documents and responsibilities, with different requirements for hazardous and non-hazardous waste.

HG nr. 856/2002
Includes the waste management record template and the list of waste codes. It provides a reference for organising records and identifying categories of waste generated.
Read alongside Emergency Ordinance No. 92/2021 and applicable waste classification rules; a code cannot be determined solely from a material's name.
Legea nr. 249/2015
Regulates packaging and packaging waste management in Romania, including responsibilities of the operators involved and measures for prevention and recovery.
Read alongside Regulation (EU) 2025/40, generally applicable from 12 August 2026, and its transitional provisions. It is not the sole reference for packaging.
OUG nr. 195/2005
Sets general environmental protection principles and responsibilities, together with the framework for regulatory instruments governing activities with an environmental impact.
The need for and type of regulatory instrument depend on the activity and sector-specific legislation; organisations do not all have the same permitting obligations.
OUG nr. 196/2005
Regulates the Environment Fund, including categories of revenue and contributions, their administration and financing for environmental protection projects.
Contributions and declarations depend on the relevant activities and products. Check applicable rates, exemptions and deadlines in the relevant version and implementing rules.
OUG nr. 92/2021
Establishes the framework for waste prevention and management, including responsibilities of producers and holders, collection, treatment and records.
Duties vary with the activity, waste type and organisation's role. Consult the consolidated version and legislation specific to the waste stream.
